Test planning process for the development axis in Urmiberg The test planning process for the development area in Urmiberg should establish a common planning concept for the part of Urmiberg. The result should therefore fit into the cantonal planning guidelines (Richtplan) already approved by the federal government. Starting from the current situation, the test planning process should identify the perspectives for the development axis of Urmiberg up to the year 2050, incorporating the seven key themes: settlement, streets, tracks, water, landscape, slow transport and central infrastructures. The results, especially in the key spaces of the armoury and northern part of Brunnen, should make it possible to conduct the second step of the process, the cantonal land-use plan. Because of the complexity of the project definition, a special, time-limited process with various proposal teams is planned. The teams will work simultaneously on the same task. Under the direction of Prof. Dr. Bernd Scholl and the administrative heads of the canton, boroughs and the two communities, Schwyz and Ingenbohl, the teams will be coordinated and led by a group of external experts. Airport Dübendorf The
site of the military airport in Dübendorf is expected to be free for
other uses by 2011/14. At 235 ha, the airport site is one of the last
large strategic land reserves in the Canton of Zurich. In January 2008,
the cantonal government of Zurich instructed the Dept. of Building and
Construction to conduct a test planning process, together with the
federal government, the Glatttal Region Planning Committee and the local
community of Dübendorf, to identify and evaluate the associated options
in a larger context. A committee comprised of experts from the
specialised disciplines of spatial planning, urban planning, landscape
planning, transport planning and economics was assembled. Under the
leadership of Prof. Dr. Bernd Scholl, ETH Zurich, the committee assumed
responsibility for coordinating and evaluating all the work and, based
on the information gathered, and developing recommendations for
continuing the work. |

Raum+ Schwyz Between 2007 and 2009, the Canton of Schwyz, the Federal Office of Spatial Development (ARE) and the Chair of Spatial Development ETH Zurich participated in a federal model project to create a foundation for a cantonal settlement area management policy, resulting in an overview of potential settlement areas within existing building zones. The purpose of the model project was to help break ground for the maxim «redevelopment before new development». Building on the overview, an additional further research phase was conducted with selected communities in the Ausserschwyz region. The main purpose was to identify spatial development issues and to develop ideas for meaningful cooperation on a level beyond the individual communities. The follow-up showed that settlement development should not take place in isolated ways, but must be considered in connection with other spatially significant tasks. Recommendations could be derived from the
results of the project: first, an active land management approach has to be
developed from the overview, second, the support of the cantons and the federal
government is required for an implementation of the minimum strategy
"redevelopment before new development”, and third, a gradual expansion of
the use of the overview has to be prepared. On 26 March 2010, the final presentation of
the model project took place in which the results were presented and ‘best
practices’ from other regions were introduced. Representatives of the
communities, cantons and federal government took the opportunity to share their
experiences during the work on the project Raum + Schwyz. »» |

Raum+
2.0 The methods of the Raum+
project were applied in Switzerland in the Cantons of Basel Land, Schwyz
(model project), Uri and Tessin (Upper Leventina Valley). The resulting
overview created the basis for a settlement land management policy and
also provided data for a future settlement model. In the opinion of the
Federal Office for Spatial Development (ARE), the Raum+ method is mature
and tested in practice. In addition, according to the ARE, it already
recognises that Raum+ will be constructive in future for the
further development of the building zone statistics. These will be
required by the federal government in order to expand the minimal data
model in Article 31 of the RPV to mobilise reserves for redevelopment.

Groupe de Reflexion The executive board of
the Limmattal promotion agency (Standortförderung Limmattal), in 2009,
assigned a Groupe de Reflèxion of five experts, local entrepreneurs and
actors with the mandate to elaborate suggestions on the future of the
Limmat river valley (Limmattal). The mission of the Groupe de Reflèxion
encompassed to come up with ideas and proposals for implementation for
the future integrated development of the Limmattal with special regard
to the current and expected (30 to 50 years) economic, social, cultural,
and ecological conditions. This contribution shall enrich the ongoing
discussions on the Limmattal’s future and might also stipulate the
planning activities of the respective authorities in the two Cantons of
Aargau and Zurich. The results will be handed to board of directors of
Standortförderung Limmattal forming the basis for subsequent
considerations on the future of the Limmattal. |

Urban Planning Advisory Team Zurich Limmattal
The Urban Planning Advisory Team (UPAT) Zurich Limmattal in an intensive workshop from October 12th til 19th 2008 at ETH and in the valley of the river Limmat (Limmattal) elaborated perspectives and possible solutions for the most demanding questions for the spatial development of the Limmattal from Zurich to Baden. Six highly experienced planners and members of the International Society of City and Regional Planners (ISOCARP) headed by former ISOCARP Secretary General Peter Jonquiere formed the international and interdisciplinary team. |

Raum+ Uri As part of the Raum+ Uri/Obere Leventina project, a
canton-wide overview of potential areas for the redevelopment of
settlements and spaces is to be worked out. The project creates the
foundation for a factual monitoring of settlement areas and supports a
targeted, differentiated management of these areas. |

2004-2008 the Canton of Uri carried out a comprehensive test planning
procedure in the lower Reuss valley. Prof. Dr. Scholl was in charge of
this project as a moderator and expert advisor. Members of his staff

City and Region in Dialogue
After the successful sequence of meetings entitled "City Dialogues" in 2005, he discussions continued during the year 2006 under the title "City and Region in Dialogue". The "City Dialogues" discussions dealt with the exchange between cities, where the internal development was actively examined. The sequence "City and Region in Dialogue" focused on the tension between city and region, having as background the principle of "internal development before external development". Based on the examples from the regions of Stuttgart, Munich, Frankfurt, Vienna, Berne and Zurich, important requirements, tasks and perspectives were discussed. The project was closed in november 2006 with an informal and open exchange among specialists.»» |

MORO «Sustainable regional settlement areas» (RESIM)
In
collaboration with the Association of the Region Stuttgart, the
potentials and instruments for a sustainable settlement at the region
of Stuttgart were identified and developed. The project was carried out
within the context of the "Model Scheme for Spatial Organisation"
(MORO) research programme and supported by the Federal Department of
Construction and Spatial Planning (BBR). |

ProSIDe - Promoting Sustainable Inner Urban Development
The project ProSIDe supported the sustainable internal development of
brownfields (environmentally contaminated areas, which can be cleaned
up for re-use). New planning methods and an optimal coordination and
communicatin between management, investors, proprietors and city
administration were sought in order to attract private resources. The
project partners are from middle and southern european countries.
Planning tests were carried out in Budapest, Milan and Stuttgart as
integral parts of the EU-Interreg-Project PROSIDE. |

Regional Studies and Planning Academy (ARL) see themselves as regional
plattforms for a differentiated discussions of relevant themes in
