Test planning process for the development axis in Urmiberg
The test planning process for the development area in Urmiberg should establish a common planning concept for the part of Urmiberg. The result should therefore fit into the cantonal planning guidelines (Richtplan) already approved by the federal government. Starting from the current situation, the test planning process should identify the perspectives for the development axis of Urmiberg up to the year 2050, incorporating the seven key themes: settlement, streets, tracks, water, landscape, slow transport and central infrastructures. The results, especially in the key spaces of the armoury and northern part of Brunnen, should make it possible to conduct the second step of the process, the cantonal land-use plan.

Because of the complexity of the project definition, a special, time-limited process with various proposal teams is planned. The teams will work simultaneously on the same task. Under the direction of Prof. Dr. Bernd Scholl and the administrative heads of the canton, boroughs and the two communities, Schwyz and Ingenbohl, the teams will be coordinated and led by a group of external experts.

For further information on test planning, see the Canton of Schwyz Website.  »»

S3F Swiss Spatial Science Framework

The platform for Swiss spatial sciences

The Spatial Sciences Working Group has the task to define meaningful research goals for the future of the spatial sciences in Switzerland and Europe. To fulfil this task, the Working Group will conduct a three-part symposium where national and international experts will discuss the question: What are the decisive research questions in the field of spatial science in Switzerland and Europe?

Taking the results of the discussions as its starting point, the Working Group will outline the research goals important for the future of Swiss spatial sciences in both a national and international context. The purpose is to bring about intensive, goal-oriented networking between universities, political, administrative and private business organisations and to achieve significant improvement in educational programmes. The Working Group should therefore also contribute the necessary important stimuli needed for the political bodies and the society in general to support the Swiss spatial sciences, especially in the form of recommendations.

Airport Dübendorf

The site of the military airport in Dübendorf is expected to be free for other uses by 2011/14. At 235 ha, the airport site is one of the last large strategic land reserves in the Canton of Zurich. In January 2008, the cantonal government of Zurich instructed the Dept. of Building and Construction to conduct a test planning process, together with the federal government, the Glatttal Region Planning Committee and the local community of Dübendorf, to identify and evaluate the associated options in a larger context. A committee comprised of experts from the specialised disciplines of spatial planning, urban planning, landscape planning, transport planning and economics was assembled. Under the leadership of Prof. Dr. Bernd Scholl, ETH Zurich, the committee assumed responsibility for coordinating and evaluating all the work and, based on the information gathered, and developing recommendations for continuing the work.

In 2008, a test planning process with four eminent planning teams was conducted and various development possibilities were worked out. The task of the test planning teams was to identify a range of possible solutions for two variants: with a runway (civil use) and without a runway (air traffic). The results of the process have shown that special uses of cantonal and/or national importance will lead to the desired results for the airport grounds. Another central issue was the clarification of the question of the possible continuation of using the grounds for aviation purposes.

In an interim decision in early 2009, the cantonal government recognised the importance of the airfield as a strategic land reserve and decided to add a further phase (May to December 2009) in order to clarify some central questions.

Raum+ Schwyz

Between 2007 and 2009, the Canton of Schwyz, the Federal Office of Spatial Development (ARE) and the Chair of Spatial Development ETH Zurich participated in a federal model project to create a foundation for a cantonal settlement area management policy, resulting in an overview of potential settlement areas within existing building zones. The purpose of the model project was to help break ground for the maxim «redevelopment before new development».

Building on the overview, an additional further research phase was conducted with selected communities in the Ausserschwyz region. The main purpose was to identify spatial development issues and to develop ideas for meaningful cooperation on a level beyond the individual communities. The follow-up showed that settlement development should not take place in isolated ways, but must be considered in connection with other spatially significant tasks.

Recommendations could be derived from the results of the project: first, an active land management approach has to be developed from the overview, second, the support of the cantons and the federal government is required for an implementation of the minimum strategy "redevelopment before new development”, and third, a gradual expansion of the use of the overview has to be prepared.

On 26 March 2010, the final presentation of the model project took place in which the results were presented and ‘best practices’ from other regions were introduced. Representatives of the communities, cantons and federal government took the opportunity to share their experiences during the work on the project Raum + Schwyz. »»

Raum+ 2.0

The methods of the Raum+ project were applied in Switzerland in the Cantons of Basel Land, Schwyz (model project), Uri and Tessin (Upper Leventina Valley). The resulting overview created the basis for a settlement land management policy and also provided data for a future settlement model. In the opinion of the Federal Office for Spatial Development (ARE), the Raum+ method is mature and tested in practice. In addition, according to the ARE, it already recognises that Raum+ will be constructive in future for the further development of the building zone statistics. These will be required by the federal government in order to expand the minimal data model in Article 31 of the RPV to mobilise reserves for redevelopment.

With the prospect of a Swiss-wide application of this method, the prototype from the Raum+ Schwyz project should be developed as part of the project Raum+ 2.0. In this process, two tasks take central importance:

  • To refine the further technical development of the platform Raum+ for an efficient, Swiss-wide application.
  • To plan the introduction of the Raum+ method in further applications.
  Groupe de Reflexion

The executive board of the Limmattal promotion agency (Standortförderung Limmattal), in 2009, assigned a Groupe de Reflèxion of five experts, local entrepreneurs and actors with the mandate to elaborate suggestions on the future of the Limmat river valley (Limmattal). The mission of the Groupe de Reflèxion encompassed to come up with ideas and proposals for implementation for the future integrated development of the Limmattal with special regard to the current and expected (30 to 50 years) economic, social, cultural, and ecological conditions. This contribution shall enrich the ongoing discussions on the Limmattal’s future and might also stipulate the planning activities of the respective authorities in the two Cantons of Aargau and Zurich. The results will be handed to board of directors of Standortförderung Limmattal forming the basis for subsequent considerations on the future of the Limmattal.
The Groupe met for two one-day workshops in 2009. It concluded and published its work by a report for the board of directors of Standortförderung Limmattal. The report can be downloaded from the website of Standortförderung Limmattal. »»

Urban Planning Advisory Team Zurich Limmattal

The Urban Planning Advisory Team (UPAT) Zurich Limmattal in an intensive workshop from October 12th til 19th 2008 at ETH and in the valley of the river Limmat (Limmattal) elaborated perspectives and possible solutions for the most demanding questions for the spatial development of the Limmattal from Zurich to Baden. Six highly experienced planners and members of the International Society of City and Regional Planners (ISOCARP) headed by former ISOCARP Secretary General Peter Jonquiere formed the international and interdisciplinary team.
In collaboration with Mr. Max van den Berg as corresponding expert and Mrs. Janine Marin as observer of UNESCO as well as local and regional planning experts and a team of doctoral students and researchers of the Chair of Spatial Planning and Development, the UPAT team dealt in with the conflicts, problems and perspectives of the Limmattal and developed guidelines and proposals. Special emphasis has been put on the necessity of a shared perspective and planning on the level of the entire valley  involving all relevant actors, the positive approach towards the valley’s nationally important functions, aspects of design and active communication.
As the first UPAT, this one was held on invitation of a university. Integral part of the discussions included the verification and falsification of hypothese ob the development of the Limmattal posed by the group of doctoral students. The results from the UPAT, hence, offer interesting approaches also for other metropolitan regions.

Raum+ Uri

As part of the Raum+ Uri/Obere Leventina project, a canton-wide overview of potential areas for the redevelopment of settlements and spaces is to be worked out. The project creates the foundation for a factual monitoring of settlement areas and supports a targeted, differentiated management of these areas.

The implementation of the Andermatt tourism project has resulted in an increase in the demand for suitable housing. This will mainly affect the communities that lie within a suitable commuter distance to Andermatt. Therefore, it is important that the potential for redevelopment is known for this region and the building zone reserves are differentiated and precise.
