Cooperation Projects

Cooperation projects provide an opportunity for exchange of experiences between science and practice. Urban planners and spatial developers do not have access to aseptic laboratories. Their experiment space consists of real and complex problems in space. Important insights about future spatial development are best found by testing and exploring hypotheses in cooperation with practice.

The following projects are carried out with the contribution of Professor Scholl or his staff. They help developing important knowledge about future urban development.

"PORTA: Railway Stations as Interface between the Global and the Local"
"PORTA is a Marie Curie funded research project. Its main objective is to study the social dynamics of mobility environments associated with inner-city
development of high-speed railway stations. These high accessibility areas of European metropolitan regions have a significant impact on the future social,
economic and environmental development. Comparative analyses of these fields regarding major railway stations in Zurich, Paris and Bucharest are employed to test project hypotheses and to assess some consequences for future regional development."

Test planning for Riedholz/Luterbach
The closing of the Borregaard wood processing plant in 2008 left almost 110 hectares, one of the largest industrial brownfields in Switzerland, east of the city of Solothurn available for use. For the Canton of Solothurn, the surrounding region and the local communities, this site holds strategic importance for its future spatial and economic development. The goal of the test planning process is to sound out the various possibilities for the potential uses, given the current and the yet to be defined spatial conditions. Based on urban planning, traffic planning and economic and landscape considerations, this is a good opportunity to determine new uses for the site and to carry out a qualitative and quantitative process to establish future use. The high complexity and importance of the projects demands a planning process that also offers solutions that work when the spatial conditions change. Four interdisciplinary teams, from the local to the international level, will simultaneously work out scenarios for the future development of the site. The contributions are expected to produce a positioning framework, a definition of an identity for the site, and statements on the use and design, as well as demonstrating the feasibility of implementing the test planning process within a set timeframe. The process will be organised by the property owners, together with the local communities and the Canton of Solothurn. The test planning process, under the leadership of Prof. Dr. Bernd Scholl, will be supported by the organisers and an evaluation committee of experts from various disciplines, as well as external experts.

Spatial and Airport Development
Over the last few decades, the environmental impact of aircraft operation, particularly aircraft noise, has been a major issue in airport and spatial development in European regions, especially where airports are located in densely populated areas. This has led to long-term conflicts between airport authorities and the surrounding communities. Zurich Airport is one example. Knowing that airports are key infrastructure elements in metropolitan regions, a need for an integrated solution for future spatial and airport development becomes more and more important and could be a very challenging task for spatial planning and actors in this field.
Current improvements in aviation technology for mitigating aircraft noise at its source focus on changes in engines and the aircraft itself and optimising take-off and landing
procedures. Obviously, looking into these improvements could open a long-term perspective for a better integration between airports and their surrounding regions.

Raum+ Graubunden GR / Agglomeration Chur

The Chur agglomeration is currently involved in compiling an overview of all available potential settlement areas using the Raum+ method developed at ETH Zurich. The overview will provide the foundation for working out a sustainable spatial strategy and for the implementation of an active settlement area management. The project is thus faithful to the principle of the economical use of land anchored in the Swiss Federal Constitution. Impetus for conducting the project is the currently running preparations for a second agglomeration programme Chur. In order to receive federal contributions for the transport infrastructure, the cantons must localise the settlement area potential and present a strategy as well as measures for the approach to this potential. In addition, the surveyed data will generate added-value for the communities involved as it can be used as a starting point for communal deliberations in relation to sustainable settlement development. The survey is being conducted by members of the Chair of Spatial Development of ETH Zurich.

Code 24

The fifth call for proposals of the EU Program Interreg IVB North West Europe closed on October 7th, 2009. Fourteen projects have been selected by the «Program Committee» on December 9th in Brussels. Among these the project CODE 24, that was promoted by the Chair for Spatial Development of ETH Zurich. Aim of the initiative is to support sustainable development in the regions along the European Corridor  24 Rotterdam - Genova throughout a better coordination between spatial and infrastructural projects and plans.

SPACES AND PROJECTS OF NATIONAL INTEREST

Spatial Planning in Europe faces great challenges.
More flows of information, goods and people need better integrated infrastructure and will set regional, national and crossborder agendas. Sustainability, complex land-use and awareness of spatial quality are keywords for spatial planning on all levels.

Consortium Frankfurt - Europa Viertel

In the western part of Frankfurt am Main, four big developers are planning several major projects. During the next few years, four projects will arise on the ground of the former main freight depot: the Urban Entertainment Center (UEC), the Europa Viertel, the new district “Rebstock”, and the expansion of the exhibition center.
Case study: Europa Viertel (in German)
